Who qualifies for the Tarjeta de Familiar de Ciudadano UE?+

Non-EU family members (spouse, registered partner, dependent children or ascendants) of an EU/EEA/Swiss citizen who is living in Spain and exercising free-movement rights. It's governed by RD 240/2007.

Does this apply to family of UK nationals?+

Not post-Brexit. Family of UK nationals covered by the Withdrawal Agreement use the WA family forms (EX-21) instead. The Tarjeta de Familiar UE is for family of EU/EEA/Swiss citizens.
